Introduction
Budgeting is an essential part of life that requires adequate planning on how it should be organized. Fixed Budget
Situations where the activities within the organization are definite with no changes are expected within the budget period, a fixed budget would be appropriate in the proposal (Johnson-Sheehan, 2008). This type requires that once the funding has been done, the activities included in the budget are not expected to be changed irrespective of the market, financial, or economical changes. This also means that in case of the unexpected changes in the prices of the budgeted activities, the writers of the proposal would cover the deficit from their own sources. Therefore, usage of this type of budget confirms to those reading it that a thorough investigation has been done on the requirements and the set prices and no price changes are expected. Note that during the implementation period, market conditions may result in changes of inputs and outputs, something that is likely to change the amount of revenue received in the organization, however, the budget does not allow any changes in the proposal made.
Flexible Budget
A flexible budget has the direct opposite elements to those in the fixed budget in that it allows for the changes to be done during the implementation period. This type of budget would be effective on the projects that are long time and would require certain price adjustments to be done in the process to meet the expected goals and objectives. To make a flexible budget effective, the prices are fixed keeping into account the variations that may be encountered during the undertaking of activities stated in the budget. Furthermore, there is a provision of coming up with other supplementary budgets that reflect activities and prices of the current situation, something that helps in keeping up with the market trends.
In conclusion, it is evident that the type of budgeting chosen should be dependant to the condition and the requirements of the organization writing the proposal. Note that the implementation period would also help chose the type of budgeting. For instance, a short time project with minimum changes expected during the period would require a fixed budget while a long one would need the flexible type. In addition, The Mara-Surf is a very viable event because of its inclusion aspect; it includes all people: the young and the old, professionals and non-professional and the physically challenged athletes. The event has also been designed to assure stakeholders that they will receive fulfillment for their desire.

Introduction
The commonwealth games are considered as one of the most important sports events in the globe for long. In the year 2018 it has been resolved that the games will take place in the beautiful city of Gold Coast in Queensland Australia. The complexity of identifying specific events during the occasion is certainly very visible (Gotbaum, 2008). These games have over the years been hosted in well populated cities across the world. However, this time round it will be in a regional city and this will be the first time that has happened. Consequently, this makes this most special event of 2018 a possible blue print maker on how the commonwealth games may be structured in the future. The purpose of this paper is to propose an event for the games.
The Anticipated Mara-Surf Event: Justification
This event is a combination both a marathon and surfing sports. In the last commonwealth games in Delhi there were concerns that the commonwealth is not really a sporting occasion accredited to the fact that the events held were accessible and made sense only to the elite in the society (Gotbaum, 2008). A full marathon for professional athletes
Half marathon for non-professionals (Local talent showcase)
A 4*4 race for wheel chaired pro-athletes
A 100 meters dash for commonwealth children 13-16 years (aspiring professional)
It is important to note that the non-professional participation is only secondary to the professional athlete participation, which will be the main participation. This means that the non-professionals are only included to create a needed atmosphere in the event but a later stage it is expected that they will retire from the event.
The subsequent component of the Gold Coast Mara-Surf will be surfing: the delight of the Gold Coast. This is framed to be the event subsequent to the main event. Surfing is proposed to be at surfer’s paradise where the marathon will be concluded. What makes this a Mara-Surf is the fact that teams will be formed to participate in both events (Gotbaum, 2008). In simple terms, a team will consist of contestants for both the marathon and the surfing. The reality on the ground is that the commonwealth games need to be redefined. This kind of team structuring will involve individuals from different countries participating under the same team bracket, a concept that will promote political integration (Gotbaum, 2008). This team structure will have about 5 teams that will be named as the team members decide. A team will get its point from the performance of the individual team members. This will create such a unique cheering spirit that will be characterized by people cheering for both their countries and their teams. When the Mara-Surf comes to a close, except for individual athletes being recognized for their good performance, teams made of individuals from different countries will also be recognized (Wagen, 2005).
The Gold Coast Mara-surf will be held from 26 June to 2 July 2018. In this time of the year the weather is most friendly for such outdoor events as illustrated in the appendix. The geographical features of Gold Coast are very favorable for the proposed Mara-Surf; the area has a more than 40km stretch of beaches stretching from Coolangatta all the way to the epi-center of the event that is Suffers paradise not to mention the less hilly terrain making it very adequate for athletic performance. The Gold Coast infrastructural, geographical and climatic conditions all favor the setting up and implementation of the Gold Coast Mare-Surf event proposal on the stated date and place (Wagen, 2005).
The Gold Coast Mara-Surf: Justification
To justify this event the most important thing is a proper evaluation the stakeholders’ perspective. The Mara-Surf will be outstandingly practical to every one of the concerned stakeholders. The most important factor to consider in stakeholder management is that they all need to understand what they need. The Mara-surf stakeholders can be classified into social drivers and business drivers (Jensen 2001). These two classes of stakeholders are those who want to use the event to enforce social justice and those who are looking at the event as an avenue to make good money. In addition to that, the team structure proposed will go a long way in ensuring intermingling of team members from different countries and therefore the creation of a more collaborative spirit as opposed to the great competitiveness that has characterized the common wealth games over the years. The reason an athletic marathon was chosen is because it is a universal sport and all countries will feel involved and considered in the event designing procedures (Jensen, 2001). This feeling of inclusion among member countries is certainly what the commonwealth wants in the formulation of the games
The Sports governing bodies that will take precedence in this event will go home happy; the Gold Coast Mara-surf has been designed in such a way that it promotes professionalism while at the same time giving opportunity to the non-pro athletes to showcase their talent. From the above discussion on the Gold Coast Mara-Surf event it is clear that that the event chosen for the commonwealth games need to be properly evaluated before implementation. The proper inclusion of the needs of the stakeholders for the event is very critical (Wagen, 2005). The Mara-Surf event has proved to be not just viable but also multi-dimensional: economically, socially and politically. With this in mind, it is only strategic and tactical that the Gold Coast 2018 Commonwealth Games Corporation endorses this event (Mcphail, 2002).
If and when implemented, the Mara-Surf will transform the commonwealth games as it is known. This is because the innovation in design is very outstanding. First, the event encompasses participants from all ages both young and aged. Secondly, the physically challenged have been included in the event and this makes it a very attractive event for human rights activists, and finally the phenomenon of including both professional and non-professional aspiring athletes is unique. This kind of interaction will be such a good opportunity for the pro-athletes to mentor the aspiring athletes (Mcphail, 2002). The 2018 Gold Coast Mara Surf is the event to endorse.

Events that mark the end of the beginning, and the beginning of the end of THE PROPOSAL
One of the events is when Margaret’s visa expires and she has to be deported. Thinking the scheduled meeting is to talk about her second promotion raise, she is astonished as she is informed of the deportation plan back to Canada for having an expired visa. Along the conversation, Andrew poops into the office to fetch her for an interview that was awaiting her from another office. When Margaret sees Andrew, she hatches this idea of using him to remain in New Yolk until her visa is renewed. So she calls him close and announces to the boss that they were going to get married (Pete 15). She then asks the boss if that was not reason enough to stay along her future husband since very soon they were going to be husband and wife. Andrew is very surprised of all the sudden happenings but somehow is convinced by Margaret’s’ assurances. Back in the office, Andrew tells her that he won’t marry her and Margaret blackmails him with his job. They then settle on a deal where Andrew would receive a promotion and get his book published. They are then referred to the immigration offices for an interview about their upcoming proposal where they both agree it would be that weekend in Alaska, during the ninetieth birthday party of his grandmother.
The other event is meeting up the Andrews’ family in Alaska. Margaret is informed that her room reservation has been canceled so that she would stay with the family. They are both allocated one room to share and Margaret finds this very uncomfortable. Andrew is forced to spend on the floor while Margaret spent on the bed. In the morning the grandmother surprises them with breakfast and while knocking at the door, Andrew rushes to join Margaret on the bed where they both pretend they slept together and were actually in a cuddling posture. Margaret likes the family and realizes that she had missed a lot of ‘family-time’ in her life especially since her mother died when she was just sixteen. She realizes that Andrew family was rich but Andrew had issues with the family especially after she overheard his conversation with his father. That night, she asks Andrew why they were arguing with the father but Andrew changes the topic by telling her not to take it the wrongly way if he said he told her she was very attractive.
The other event is when the grandmother to Andrew fakes heart attack when Andrew and the family are disappointed at the altar by Margaret confession, trying to cease the yelling between Andrew and his father. Andrew had previously seen this coming as he imagined that if Gammie found out that the whole thing was not real, she would die. An ambulance is called instantly to rush Gammie to the hospital. Grace, Andrews’s mother, Joe, Andrews’ father and Andrew accompany Gammie in the charter and she opens her eyes and asks the boys to stop fighting and make up. She lies back calmly and asks the spirits to take her soul but suddenly sits upright and says they are not ready to take her up yet. She then orders the pilot to change plans and head to the airport so they would catch up with Margaret before she left. Unfortunately they couldn’t catch her plain but Gammie convinces Andrew that Margaret couldn’t have confessed unless she truly loved him, just the way he also came to realize he did.
What are Margaret and Richard’s goals at the beginning of the script?
Margaret is a chief editor at the New Yolk Publisher and her goal is to have massive success in her work and get a promotion raise. She is a tough woman, who, besides losing her parents at the age of sixteen, grew up to be an independent and ambitious woman. She will not let anyone or anything come between her and her goals and as a result, happens to develop a very strict character. Her employees loath her because they think she is too hard on them and unnecessarily strict. On the other hand, Andrew, her secretary, wants to become an editor but Margaret won’t promote him even after working for her for a whole three consecutive years. Andrew, who is from a rich family, abandons all his family wealthy to follow his dream of becoming a successful editor and also publish his articles. However, his dream seems to take so long after his boss, Margaret, seems not to recognize his efforts even after three years working for her.
What obstacles, internal or external, prevent Margaret and Richard from reaching their goals during the script?
There are many obstacle preventing Margaret and Andrew from reaching their goals. Margaret is faced with immigration laws that require her to leave New Yolk because her visa is expired. If she happens to leave, then her work is jeopardized. On the other hand, Andrew is having so many obstacles from his boss, who is strict beyond measure, and even shows how tough she can be by firing Bob for failing to schedule an important interview with a client (Pete 8). Margaret is very tough and strict on everyone in the office and has not recognized his work for three year to warrant him a promotion. Margaret has also refused to publish Andrews’ articles and this derails his dream.
How do their goals change as the script progresses?
When Margaret is faced with problems from the immigration office, due to her expired visa and is at risk with a threat to be deported, all her plans take another root when she decides to blackmail Andrew to remain in New Yolk. Stunned, Andrew turns down her request to marry her but when she threatens him with his job, he also demands that they strike a deal that would benefit him in return. Margaret agrees to give him a promotion and publish his book too. Their proposal is a ‘staged event’ from the word go, until later in Alaska, when Margaret confesses about it to the congregation that had turned up for their wedding. This changes the whole course of their proposal and they later realize that they had fallen for each other when Andrew shows up in the office just in time when Margaret is packing; and he officially proposes to her.

She shows her determination to remain in New Yolk and focus on the goals while she makes Andrew the solution to her plan. She pushes on with the idea until she manages to convince everyone including the immigration officers (
Pete15).
Margaret is honest and trustworthy because,even besides deciding to pull out of the wedding plan and leaves Alaska, she still keeps her promise to promote
Andrew and publish his book. This is also seen when she decides not to fool the family any longer and confesses to the crowd and announces the farce (Pete8).
How are supporting characters used to help us better understand the main characters? Give three specific examples.
The employees are used to show the audience how strict and feared Margaret is by the way they behave whenever she is around. These employees loath her so much that it is clearly evident whenever she happens to appear before them.
Joe, Andrews’ father is used to show the audience the character of Andrew. Andrew and Joe are having a difficult time trying to let each other understand why he left the family empire for New Yolk and why he had to chase his dream. The High school sweetheart to Andrew also turned down his marriage proposal so as not to go to New Yolk.
When Gammie asked them to wed in the Barn and cited ‘before she died,’ they agreed to it because they were compassionate even though it wasn’t their plan.
